Multiple U.S. states have already passed extended producer responsibility for packaging policies and related legislation, and the ramp-up for those laws is ongoing. Now, attention is on rulemaking, implementation and compliance timelines.

Recent EPR developments
- The Maine Department of Environmental Protection says it will revise its request for proposals for a stewardship organization and will update stakeholders once available. This comes after Circular Action Alliance declined to participate and Maine DEP received no submissions in response to a previous RFP.
- Six months into operating in Colorado, Interchange 360 – which works independently from Circular Action Alliance to manage packaging for oil-based lubricants, grease, antifreeze, engine additives and other fluids used in transportation and mechanical applications – reports some 2,500 pounds of automotive containers have been recovered for recycling. The group has teed up 10 return collection facilities, four transportation partners and two specialized processors.
- The Oregon Department of Environmental Quality is accepting comments on a third program plan amendment until Oct. 19.
- The Minnesota Pollution Control Agency is accepting comments on a draft needs assessment until Nov. 13.
